Most efforts in search for prescriptions to ensure project success have been focusing on improving project management competency; few interests have been placed on examining the influences of organizational factors and the use of Information Technology (IT).
This research aims at affirming that the source of adverse organization influences on project performance is the inadequacies of the matrix organization structure (which effects are compounded by the deficiencies in the supporting management system and a mismatch organization culture); and the importance of IT as a key enabler for project knowledge management.
The objective of the research therefore, is to develop the relationship model between project management competency, organization structure, Information Technology and business change project performance; and to represent it using ontology so that it becomes an integral part of Enterprise Ontology (i.e. the building block of enterprise information system).
